According to a new structural unemployment indicator based on labour market flows developed by the Bank of Finland, unemployment is currently close to the structural level in Finland and cannot therefore be expected to decline very rapidly in the immediate years ahead. After the financial crisis, structural unemployment grew almost without a pause until very recently, since the flow out of unemployment dried up. This reflects the fact that, during the recession following the financial crisis, people who have lost their jobs have experienced difficulties in finding a new job, possibly because new jobs may have been created in sectors and/or geographical locations other than those where they disappeared. However, with the upturn in economic growth the probability of finding a job has begun to improve, which will with time also reduce structural unemployment.

Since the financial crisis, the population structure and age structure of the Finnish labour force have changed as the baby boomer cohorts retire. As well as capital formation and productivity, labour input constitutes one of the pillars of economic growth, meaning that the contraction of the working-age population directly cuts the growth rate of potential output. What is the scale of this problem? Further, how has the situation already been reflected on the Finnish labour market, and what implications will it have over the next five years?

After the recession following the financial crisis, the US economy has already been growing for 7 years at an average pace of 2%, and the euro area, too, is witnessing a fourth consecutive year of growth. In both regions, the gradual acceleration of economic growth and the strengthening of the labour market have, however, taken place without the build-up of significant price and wage pressures. This raises the question as to how far the economy can still be from its potential output, thus highlighting the need to critically review estimates of the extent of spare capacity in the economy and on the labour market.

In developed economies, the recovery from the financial crisis has been exceptionally arduous and productivity development in particular has been very subdued. Speculation has abounded as to whether economic growth will stay low on a more permanent basis. At the same time, global trends in international trade and technological development are reshaping production and employment structures. Accelerated automation and a decline in labour income share have raised concerns about decreasing employment, contracting wages and increasing inequality in the long term.

Toipuminen finanssikriisistä on ollut kehittyneissä maissa poikkeuksellisen vaivalloista ja erityisesti tuottavuuden kehitys on jäänyt hyvin vaimeaksi. On pohdittu, jääkö talouskasvu pysyvämmin vähäiseksi. Samalla kansainvälisen kaupan ja teknologian kehityksen globaalit trendit muokkaavat tuotanto- ja työpaikkarakenteita. Kiihtyvä automatisointi ja työn tulo-osuuden supistuminen ovat nostaneet huolia, että pitkällä aikavälillä työ vähenee, palkkatulot supistuvat ja eriarvoisuus kasvaa.

Kotimainen työmarkkinakirjallisuuden mukaan Suomen työmarkkinoiden rakennemuutosta on viime vuosikymmeninä leimannut polarisaatio. Sekä korkea- että matalapalkkaisten tehtävien osuus on kasvanut samalla kun keskipalkkaiset ovat vähentyneet. Kun työmarkkinoilta poistuu keskipalkkaisia tehtäviä, supistuvista ammateista työttömäksi jääneet joutuvat etsimään uusia tehtäviä. Kognitiiviset taidot luovat edellytyksiä sille, että työntekijä voi siirtyä häviävästä työpaikasta korkeapalkkaisempaan tehtävään. Liikkuvuuden parantaminen työmarkkinoilla on olennaista, jotta keskipalkkaisen työnsä menettäneet työntekijät voivat sijoittua uudelleen työmarkkinoilla. Erityisen tärkeää on kiinnittää huomiota tehtävästä toiseen siirtymiseen liittyviin kitkoihin ja mahdollisuuksiin pienentää niitä. Pohjoismainen kattava sosiaaliturva on tärkeä osa kasvupolitiikkaa, koska se pehmentää rakennemuutokseen sopeutumista.

Työllisyystilanne on Suomessa viime aikoina parantunut ennakoituakin nopeammin. Myös työttömyyden pieneneminen on viime kuukausina ollut erittäin nopeaa. Työttömyys onkin painunut jo rakenteellisen tasonsa alle, mikä on tyypillistä korkeasuhdanteessa.

The outlook for the world economy deteriorated in the spring as the coronavirus (COVID-19) developed into a pandemic. Significant re-strictions on movement, business and social interaction have greatly weakened growth potential, while consumption and investment are both being depressed by the uncertainty raised by the virus. Short-term indicators point to a sudden and fairly simultaneous weakening of the Finnish, Swedish and German economies in March. During May, high-frequency indicators showed early signs of picking up, but uncertainty remains high and the recovery will be slow.

Suomen kustannuskilpailukyky on heikentynyt 2000-luvulla. Varsinkin avoimen sektorin kannattavuus heikkeni vuosina 2008 ja 2009 voimakkaasti. Kilpailukykyä rapautti finanssikriisin alkuvaiheessa talouden heikko tuottavuuskehitys ja teollisuuden rakennemuutos, mutta myös tehdyt palkkaratkaisut. Finanssikriisin jälkeisinä vuosina Suomen kustannuskilpailukyky on koko taloutta kuvaavien mittarien valossa hieman parantunut laajempaan vertailumaaryhmään nähden mutta ei suhteessa euroalueen keskiarvoon. Vuoden 2017 alussa solmittu kilpailukykysopimus auttaa palauttamaan kadotettua kustannuskilpailukykyä.
