Abstract: This is a qualitative research. The purpose of this study is to assess the influence of international development policies in the Third World using Brazilian water resources management policies as an example. The focus of the study is the Guarapiranga water basin and reservoir located in the Metropolitan Region of São Paulo, Brazil. The research demonstrates how international development agencies and ideologies influence the development of Brazilian water resources management. The objective is to see how local experts view development policies in water resources management and their impact in the region. The research reflects the criticism given in the general literature on contemporary development policies. The results demonstrate the problems associated with the Third World city and the interrelationships between environmental, social and economic development. The outcome also questions the government decentralisation and the redemocratisation processes brought by the 1988 Constitution in Brazil. The research also points out the need for further and more elaborate research on the topic.
