Abstract: The paper is researching two questions: what are effects of liberalisation of electricity market in Finland; and what will be the effects of liberalisation of electricity industry in Baltic States. The paper uses case study and comparative analysis methods to achieve its objectives. The first question is answered via a unique methodology. Using case study the paper attempts to describe the effects caused by liberalsiation of electricity industry on three different areas of welfare: consumer welfare, security of supply and environment. The second question is answered by help of comparative analysis. Electricity markets of three Baltic countries (Estonia, Latvia and Lithuania) are considered as a single market.
